GPs and PCT procured the premises under ‘Agreements to lease’, with the Client acting as landlord.  OJEU ‘restricted’ tendering: JCT ‘design and build’ contract based upon an Employer’s Requirements incorporating planning permission, detailed output specifications and room data.

Evaluation
PCT will have reduced revenue costs by acquiring the ‘hospital’ under an Operating Lease and will receive fully managed and serviced accommodation; as ‘Contracted Out Service’, enabling the PCT to reclaim VAT.  The project was delivered at a cost significantly lower than Department of health Departmental Cost Allowances.
